India govt says some shadow lenders face liquidity stress, puts pressure on RBI to ease

A top Indian government official on Monday said the nation’s non-banking housing finance companies were facing liquidity stress, in comments that are likely to put more pressure on the Indian central bank to ease its policy towards the sector.

The intervention by Corporate Affairs Secretary Injeti Srinivas came after Finance Minister Arun Jaitley and other government officials raised the issue of a liquidity crunch at a meeting with Reserve Bank of India’s (RBI) Governor Urjit Patel and other regulators last week. The government has asked the RBI for a dedicated liquidity window for these lenders similar to one allowed for the entire Indian financial sector during the 2008-2009 global financial crisis.

But so far, the central bank has not agreed to the request, as it fears that such an accommodation to those who haven’t been prudent with their lending will only encourage reckless behavior.

Currently, the shadow banking sector comprising around 11,400 firms with a combined balance-sheet worth over 22 trillion rupees ($301.26 billion) face central bank’s restrictions on borrowings from banks, keeping provisions for the safety of depositors. The government and the RBI are currently at loggerheads over a series of issues, including control of its reserves, its power over the payments system, and monetary policy.

“The segment of housing finance within the NBFC (Non banking finance companies) sector is facing stress of liquidity,” Srinivas told reporters on Monday, adding the government was trying to address the issue.

The sector needs to reassess how it operates, he said noting there was a need to adopt a sustainable model which could minimize the mismatch between their borrowing and lending.

A string of defaults at one major NBFC, Infrastructure Leasing and Financial Service Ltd (IL&FS), have triggered sharp falls in Indian stock and debt markets in recent weeks amid fears of contagion within the rest of the country’s financial sector. Srinivas’ comments triggered falls in housing finance lenders Indiabulls Housing Finance (INBF.NS), Dewan Housing Finance Corporation (DWNH.NS) and PNB Housing Finance (PNBH.NS), which were all down between 3 percent and 8 percent on Monday.

rinivas declined to comment when specifically asked about these companies.

Securities analysts and economists said while the central bank was looking for an improvement in governance of lenders through various restrictions, the government was working on a piece meal approach to address short term liquidity needs. “There seems to be a difference of opinion between the RBI and the government about the solution strategy,” said N.R. Bhanumurthy, an economist at the National Institute of Public Finance and Policy, a Delhi-based think-tank.

Railway ALP, technician result is round the corner. RRBs will release admit card for second CBT immediately after the results are out. For close to 36 lakh candidates, railway recruitment boards (RRBs), will announce the first stage exam result on or before November 5, 2018. 50 lakh candidates had registered for the exam and 74% overall attendance was recorded. The exam, the first selection stage, will decide the candidature for the next selection process. The second exam will also be a computer based test and will also assess the trade skill qualification of the candidate.

As of now, RRBs have not announced the admit card release date. Second exam is scheduled to begin on November 19 (tentatively). With only 15 days gap between the result date and exam, it is likely that the railway recruitment boards will release the admit card immediately after the exam. Unlike the first exam, for the second exam the admit cards will be available under respective zones. Candidates will be able to download the admit cards from the official websites of their respective RRB websites under which they have applied for ALP, technician recruitment.

The Railway Protection Force (RPF) Recruitment Exam is expected to be held in the month of November, and the admit card for the same would be issued to the candidates 10 days before the date of examination. Candidates can download the admit cards till the date of the examination at rpfonlinereg.co.in.

There will be separate RPF Call Letter for different events, means there will be a separate admit card for CBT, PET and PMT, and Document Verification. it is expected that the RPF Admit Card for CBT will be released on October/November 2018. Candidates who will qualify the CBT will be eligible to download the RPF hall ticket for PET/PMT. The RPF e-Call Letter Download Link will be updated on its Official once released.

In order to download the RPF Exam Admit card, the candidates must have the Registration Number and the Password.

d. Select the criteria that you have filled – Constable/ Sub-Inspector.

Mumbai: Railway Recruitment Board (RRB) will soon release the admit card for its second stage CBT exam. Candidates who will qualify the first stage CBT can visit the official site of RRB at rrbcdg.gov.in to download their respective admit cards. The second stage CBT exams for RRB ALP will be conducted on November 12 – 14, 2018. As per the official notification released by the railways, the Exam Date, Shift and City details for the candidates who have qualified would be released today on the respective regional RRBs.

RRB ALP examination is conducted to fill up 64, 371 posts of Technicians and Assistant Loco Pilots. The first stage results were declared on November 02, 2018. The first stage examination was conducted on September 04, 2018. If reports are to be believed, a total of 36 lakh candidates have appeared in the first stage examination.
